MANILA, Philippines — Independent Commission for Infrastructure (ICI) chair Andres Reyes Jr. has denied the recent claim of former Ilocos Sur Gov. Chavit Singson that the commission is skipping Ilocos Norte, the province of President Ferdinand Marcos Jr., in its investigation on the flood control anomalies.
